The role of Psychologist as a Global and Strategic Consultant inside Public Services System and Public Policy

Abstract

The present article aims at defining the role of “Global and Strategic Consultant”, a competence profile the Psychologist may put on in order to contribute to the management of Uncertainty, characterizing the Community interactive shape; or rather, a service fitting the current historical moment features. This speculation roots in a reflection concerning: current historical period transformations; economical, financial and social scenarios; great (climatic, demographic, technological) variations involving the whole Human Community. Hence the requirement arises: having at our disposal epistemological and methodological instruments, whose utility is to allow us to manage the Uncertainty, characterizing Community life in the current historical contingency. Therefore, considering these reflections, the paper has two cognitive axis: the law in force, in order to trace the Psychologist contribution on facing the present scenario; Etymology and Philology, as epistemological foundation elements of the profession we are proposing: a Community operator whose purpose is, not only responding to users’ demands, but also – and above all – strategically operating on the requirement, that is to say the interactive process generating the same demands.
